Korea Exam Day 2026: Flights Retimed for the Suneung CSAT
Booked a flight out of Gimpo or Incheon for about one o'clock on Thursday, November 19, 2026? Expect it to move. That is the day Korea sits its college entrance exam, the Suneung or CSAT, and for the 25 minutes of the English listening test the country tries to keep its sky quiet. Last year that meant no takeoffs or landings anywhere in Korea for 35 minutes and 140 flights rescheduled. Seoul's morning commute shifts too, though less dramatically than people expect. For a traveler it is an ordinary Thursday with three odd gaps in it, each easy to plan around once you know the times.
The times below come from the Ministry of Education's October 20, 2026 announcement and the transport ministry's notices for the last two exams. Official figures link to their source, and the one place where I give my own rough buffer rather than an official number is marked as such.
The day at a glance
The 2027 school-year exam (Korea counts it by the year students start university) runs from 08:40 to 17:45 for regular candidates. That's 551,864 people, 2,310 fewer than last year, sitting at 1,312 test sites in 85 exam districts. Those figures and the measures in the table are from the government's policy briefing on korea.kr and the Ministry of Education press release, both dated October 20, 2026.
| Time on Nov 19 | What happens | Status for 2026 |
|---|---|---|
| 06:00–08:10 | Extra trains on the metro-area subway | Confirmed; number of extra trains not published |
| 08:40 | Exam starts | Confirmed |
| 10:00 | Public offices and companies asked to start work at 10:00 or later | A request, not a rule |
| 13:05–13:40 | No takeoffs or landings nationwide | 2025 rule; 2026 notice not out yet |
| 13:10–13:35 | English listening test | Confirmed |
| 17:45 | Exam ends for regular candidates | Confirmed |
| 21:48 | Ends for candidates with severe visual impairment receiving accommodations | Confirmed |
On exam day, vehicles are blocked from 200 metres before each test site, so parents dropping candidates off let them out at that point and they walk the rest. Buses and trains passing test sites are asked to slow down and skip the horn, and construction sites and event venues nearby are asked to keep the noise down.
Flights: retimed, not cancelled
You will see the phrase "planes grounded" in headlines. It describes last year's rule fairly well and this year's not yet, because the 2026 details aren't out.
For the November 13, 2025 exam, a notice from the Ministry of Land, Infrastructure and Transport (MOLIT) ordered a halt to all takeoffs and landings across Korea from 13:05 to 13:40. That is the listening test plus five minutes on each side. Emergency flights were exempt. Anything already in the air had to hold at 3 km or above until the window closed, and helicopters, light aircraft and drones were covered as well. The ministry said 140 flights had their times adjusted, 65 international and 75 domestic. For the November 14, 2024 exam the window was the same 13:05 to 13:40 and 156 flights were retimed, 58 international and 98 domestic.
Now 2026. The education ministry's announcement says only that aircraft and helicopter takeoff and landing times will be adjusted during the 13:10 to 13:35 listening test. No window, no flight count. Those details come from MOLIT, and as of October 24, 2026 its press list has nothing on this year's exam. Both previous notices came out two days before the exam (November 12, 2024 and November 11, 2025), which points to around Tuesday, November 17 this year, though that's a pattern rather than a promise.
So if you are flying that day, the working assumption is a 35-minute freeze around the listening test, the same as the last two years, until MOLIT says otherwise.
What to actually do if you're flying on November 19
The rescheduling happens before the day, not at the gate. Both MOLIT notices say airlines contact passengers about changed flights in advance, and both carry the same line from the ministry: people flying on exam day should check their departure time. Neither notice mentions cancellations.
Look at your booking in the airline app a few days out, and again after MOLIT's notice appears. My own rule of thumb, not an official figure: if your scheduled departure or arrival falls within roughly 13:00 to 13:45, a few minutes either side of last year's window, you're the one most likely to get a new time. Look once more on the morning of the 19th before you set off.
Long-haul arrivals landing around 13:00 with an onward connection are the case to worry about. Under last year's rule, aircraft already in the air held at altitude through the window, so a flight due at 13:10 could circle for a while before landing. A tight domestic connection at Incheon or Gimpo is where those minutes hurt, so if you can still choose your onward flight, pick one with real slack.
Packed a drone for some aerial footage? It was explicitly included last year, along with every other ultralight aircraft, for those 35 minutes. Leave it in the bag.
If your plans change because of a retimed flight and you end up on a train instead, our guide to KTX refunds and delay compensation has the fee tables, so the switch doesn't cost more than it should.
Getting around Seoul on exam morning
The ground-level changes are about the morning, when 550,000-odd candidates are heading to test sites at the same time as everyone else is heading to work.
Two measures shape it. Public offices and companies are asked to start work at 10:00 or later; the Korean wording is a request for cooperation (협조 요청), not an order, and the government does not publish how many workplaces go along with it. And the metro-area subway adds trains between 06:00 and 08:10, the window when candidates are travelling, though the number of extra trains hasn't been published. Police and other agencies also place transport vehicles along candidate routes to help students get to their sites.
For a visitor, the subway is the safest choice that morning. Test sites are mostly schools scattered through residential neighbourhoods, and the 200-metre car block applies at each of them, so a taxi from your hotel may have to detour around a school you didn't know was there. If you haven't used the metro yet, the Seoul subway guide covers fares, transfers and the cards that work on it.
If you do take a taxi or a hotel car before 10:00, give yourself more time than the map app suggests, and don't argue with the driver's route. They know where the schools are.
A guesthouse next to a high school may see a busier street than usual around 07:00 and a very quiet one during the day. During the listening test in particular (13:10 to 13:35), keep the noise down if you're anywhere near a school; nobody will fine you, but it's the decent thing to do.
What else shifts, and what the notices don't say
The stock market moved last year. Press reports from MBC and Hankyung, citing the Korea Exchange, said regular trading on November 13, 2025 ran from 10:00 to 16:30 instead of the usual 09:00 to 15:30. I haven't found a 2026 notice yet. Anyone trading Korean shares from another time zone should check with the Korea Exchange that week rather than assume the same shift.
Military training stops briefly as well. The education ministry says artillery firing and tank movements pause during the listening test.
The government notices also leave a lot out. They say nothing about palaces, museums, shops or restaurants closing, and nothing about KTX timetables, because they're written about candidates and noise, not tourism. If something specific on your itinerary matters, check with that venue directly.
How to plan your November 19
The easy mistake is reading "planes grounded" as "flights cancelled" and rebooking in a panic. Based on the last two years, the likely result for most travelers is a flight that leaves a little earlier or later than the time on the original ticket, with a message from the airline before the day. Reading that message, and checking the app if you didn't get one, covers most of the risk.
For a sightseeing day in Seoul, exam day is workable. Use the subway before 10:00, keep a sense of where the schools are, and don't fly a drone in the early afternoon. If you're still choosing dates for a November trip, the best time to visit Korea guide covers what late autumn looks like more generally.
For a flight, write two things down: the date MOLIT publishes its notice (probably around November 17) and the time on your booking after that. If the two still line up, you're fine.
All figures here were checked on October 24, 2026 against the korea.kr briefing, the Ministry of Education release, and MOLIT's 2024 and 2025 notices. The 2026 flight window and flight count are the two numbers still missing. This page will be updated when MOLIT publishes them; until then, treat 13:05 to 13:40 as last year's rule, not this year's.
Frequently asked questions
Are flights grounded in Korea on Suneung exam day 2026?
Flight times will be adjusted around the English listening test, which runs from 13:10 to 13:35 on Thursday, November 19, 2026. The Ministry of Education has confirmed that much. The exact window comes from the transport ministry, and as of October 24, 2026 it has not been published. Last year's notice ordered no takeoffs or landings anywhere in Korea from 13:05 to 13:40, with aircraft already in the air holding at 3 km or higher, and 140 flights were rescheduled.
Will my flight be cancelled because of the CSAT?
The 2024 and 2025 notices describe rescheduling, not cancelling: 156 flights were retimed in 2024 and 140 in 2025, and airlines told passengers about the changes in advance. The transport ministry's advice both years was the same. Check your departure time before you leave for the airport, and check again on the morning itself.
Is the Seoul subway different on exam day?
Yes, but only early. Extra trains run on the Seoul metropolitan subway from 06:00 to 08:10 while candidates travel to their test sites. The government has not said how many. Public offices and companies are also asked to start work at 10:00 or later, which is a request, not a legal requirement.
Is the Korean stock market closed on Suneung day?
It is not closed, but in 2025 it opened late. Press reports citing the Korea Exchange said regular trading ran from 10:00 to 16:30 instead of 09:00 to 15:30. A 2026 announcement had not been found as of October 24, 2026, so confirm with the Korea Exchange closer to the date.
